Even as that part leans off over the course of the series, particular villains ''will'' bring his willingness to kill for the greater good to the forefront, taking out entire scores of bad guys even when he's technically [[FrameUp on the run]] or barred from duty, and at least a couple antagonists are gunned down or [[JackBauerInterrogationTechnique put through hell]] by him because ItsPersonal.
