The owner and manager of Maisonette 9 and Hercules, two of Liberty City's biggest nightclubs. He is Luis Lopez's employer and mentor figure, but his descent into debt and his drug addiction has strained their relationship.

* BashBrothers: With Luis several times in the story.
* BungledSuicide: Nearly blows his brains out with a pistol out of despair with [[spoiler:Evan's death and Gracie's kidnapping]], but he forgot to take the safety off.

Brucie Kibbutz's elder brother and one of Gay Tony's creditors.

* BigBrotherBully: Dear ''lord'' is he cruel to Brucie. One has to wonder how many of the man's issues are a direct result of Mori's abuse.
* BiggerIsBetterInBed: He brags about having a 10 inch "hose".
* EvilCounterpart: To his own brother, Brucie. Both are obsessed with being as physically fit as possible and both are extremely self-absorbed and egotistical. However, Brucie genuinely respects the people that are close to him (such as Niko), whereas Mori is a complete asshole to just about '''everybody'''.
* HateSink: Mori is a utter prick to everyone around him, namely Luis, whom [[MaliciousMisnaming consistently misnames]] as Lou to spite him, and his little brother Brucie whom he treats like a subhuman. Needless to say, the moment when Brucie (accidently) whacks him in the face is pure catharsis for both Luis and the player alike.
* {{Jerkass}}: He verbally abuses every single person that he speaks to, and never once indicates even the slightest hint of empathy. Not even after the end of the story.
* JerkJock: The fact that he manages to be this well into adulthood really [[{{Manchild}} says something about him]].
* LaserGuidedKarma: Finally receives on in his last mission where Brucie punches him in the nose, breaking it.
* LightIsNotGood: He wears white colored clothing and has light colored hair, but he's a despicable bully and a thoroughly unpleasant and abrasive person.
* LoanShark: Whom Tony owes money to, thus forcing Luis to do some work for him.
* TheNapoleon: He is notably shorter than most characters, and he is complete jerkass who is ''very'' insecure about his height. Luis even comments on this.
* MinorInjuryOverreaction: He ''breaks down in tears'' when Brucie ends up breaking his nose.
* RememberTheNewGuy: Brucie has never mentioned the existence of Mori to either Niko or Roman, but Mori is somehow aware of Brucie's friendship with the two.
* SchoolyardBullyAllGrownUp: He basically serves as this to Brucie, showing up years after they've both grown up to torment his little brother once again.
* SmallNameBigEgo: Slightly more famous than Brucie, but with an even bigger ego than him.
