Traynor has tracked Kai Leng's ship to Horizon. Shortly after the Reaper invasion began, a refugee center called Sanctuary opened up there. It is the only place of note on the planet, so it's Fail Shep's next target.
As a side note, there was a nice example of The Dev Team Thinks of Everything. Since Fail Shep hasn't really talked to Traynor, she is too nervous to voice her findings about Sanctuary, so EDI does it for her.
As the Kodiak arrives at Sanctuary, it is greeted by a transmission from Oriana Lawson, in which she warns refugees to stay away from Sanctuary.
Sanctuary itself is in ruins. The Reapers recently came to Horizon and bombed the crap out of the facility. Fail Shep arrives just as Cerberus is leaving.
Various recordings by Oriana fill Fail Shep in on what exactly is going on. Sanctuary is a front for a Cerberus lab run by her father, Henry Lawson. The refugees are either sent to Cerberus HQ where they are indoctrinated into becoming Cerberus Mooks or remain on Sanctuary, where they are turned into husks. The purpose of huskifying refugees is so Cerberus can figure out how the Reapers control husks. Cerberus hoped that they could use these findings to control the Reapers.
They were right. The Reapers didn't take kindly to this betrayal by their thralls and attacked.
Kai Lame also shows up, but he scampers off after getting a copy of the Sanctuary research for TIM.
Fail Shep fights through the Reapers forces until he reaches Sanctuary's tower, where he finds Henry holding Oriana hostage. Fail Shep fails to negotiate Oriana's release and is unwilling to risk killing Oriana to take out Henry. Henry tries to leave with his daughter, but Oriana struggles and accidentally sends the two of them tumbling out the tower window.
Fuck.
Back on the Normandy, Fail Shep receives more bad news: turns out the Breeder Queen, you know, the mentally unstable self-admitted freak of nature made by the Reapers, was actually The Mole for the Reapers. She killed most of the Alliance Engineering Corp. before being put down. Their loss is somewhat mitigated by Hackett pulling an Alliance fleet out of his ass, but it still stings.
Not all is lost though: since some of the Sanctuary refugees were sent to Cerberus HQ, Hackett is able to determine the HQ's location using Sanctuary's computers. However, this tips off TIM, costing the Alliance the element of surprise.
Next time, the endgame begins.
