So we're in the town of Tule, like most towns in this era of RPGs it's completely surrounded by a border (trees in this case). Walking up, I can see 6 NP Cs, and the pub. I'll talk to the old man in blue robes first. Most of the NPCs in town are unnamed, and don't have portraits.
So... I'll skip writing most of the NPC comments here, and just do plot relevant conversations. Here's a link for anyone who wants to read all of the chatter.
The Old Man jump-cuts me to the Greenhorn's club, where the woman at the front desk will either kick me out (literally, and with a satisfying Hi-yah!), or let me in. I go in to get all of the tutorial text (including one or two spoilers, apparently I should have gone to the wind shrine first) and three treasures.
The Pub has a cut-scene where Bartz and Galuf go gaga over the sleeping Faris.
The other important thing in town is the shops and finding out about the waterway.
