The Clock King returns with a time-altering device.

----
!!Tropes:
* {{Auction}}: Bruce Wayne places a winning bid on an antique timepiece, only for it to disappear at the last minute. Turns out the Clock King was testing a device that slows down local time, allowing him to move much faster than the eye can see, and stole the clock at the last minute. He then tosses it in a dumpster, remarking, "Already got one."
* BrickJoke: Clock King gets his hands on a device that lets him walk in BulletTime; he passes a woman conveniently in mid-fall while sneaking into the mayor's office, but when Batman appears, Clock King makes his escape -- only to ''trip over that woman as she is picking up her stuff''.
* CallBack: When the Clock King reappears, Batman deduces that he is moving [[SuperSpeed very fast]] and that they are not up against another invisible man. He last faced an invisible foe back in [[Recap/BatmanTheAnimatedSeriesE17SeeNoEvil "See No Evil"]], where a man had stolen an invisibility suit and used it to commit robberies and kidnap his daughter from his ex-wife.
* CellPhonesAreUseless: When Batman wants to call the mayor and warn him of a plot, he is told there is no phone, and Batman's won't work either -- the host is a scientist who chose a dead zone for his experiments so as not to be disturbed.
* LaserGuidedKarma: After snickering over a woman he sees frozen in a fall down the stairs, the Clock King later trips over this same woman picking up her papers as he's making his escape from Batman. She proceeds to beat him around the head with her purse.
** And unlike his first appearance where he managed to get away, Fugate isn't so lucky evading capture at the end this time.
* LiteralMetaphor: When the auctioneer declares “Going, going, gone!”, the clock vanishes when he finishes his sentence.
* MotiveDecay: Averted; Fugate still wants revenge on Mayor Hill for [[DisproportionateRetribution costing him his job by convincing him to take his coffee break fifteen minutes later than normal]].
* MythologyGag: Like in ''Film/BatmanReturns'', a device attached underneath the Batmobile takes away Batman's control of it in order to kill him, so he breaks through the vehicle's floor to smash the device.
* NoCelebritiesWereHarmed: The auctioneer is clearly a caricature of Creator/TerryThomas, complete with accent and BritishTeeth.
* OffscreenVillainDarkMatter: Fugate steals a clock valued at $600,000, and then tosses it away, the theft just being a trial run for his newest criminal plot.
-->'''Fugate:''' Already got one.
* PreExplosionGlow: Justified, as the explosive was slowed in a time-warping field.
* RelocatingTheExplosion: The time-slowing device lets the user move at [[Franchise/TheFlash Flash-like]] speeds. Batman uses it to carry a bomb out of Gotham City and throw it into a nearby river as it's in the process of exploding.
* SequelEpisode: To [[Recap/BatmanTheAnimatedSeriesE25TheClockKing "The Clock King"]], following up on the ambiguity of Fugate's death.
* ShoutOut: Robin's response as he and Batman use the time-slowing device on the Bat-Cycles to try to reach City Hall in time: "[[Franchise/{{Superman}} Faster than a speeding bullet]]!"
* SuperSpeed: The effect of the time-slowing device to observers in normal time is that the Clock King is moving so quickly as to be invisible.
* TimeStandsStill: The Clock King steals a device that allows him to slow time to a crawl. In addition to committing the usual super-fast crimes, he puts the device to one particularly unique application. By attaching a spare to the Batmobile, he slows down its time-frame so that the world around it seems to be moving at a large fraction of light-speed; the first vehicle to even cherry-tap the Batmobile will trigger a massive explosion. Batman and Robin disarm the device, and find that [[YearInsideHourOutside two days have passed during the minute or so they were in the field]].
* VillainDecay: In [[Recap/BatmanTheAnimatedSeriesE25TheClockKing his first appearance]], Fugate's dangerousness came from his AwesomeByAnalysis skills that allowed him to go one-on-one with Batman simply by studying news footage of him. None of that is present in this episode.
** [[FridgeBrilliance Though Robin being able to take down Fugate can be ascribed to the fact that]] [[ExactWords Fugate only ever said he studied Batman’s movements]].
