A single-minded, ruthless, and somewhat unstable hardliner, he regards the supers as targets rather than people, and repeatedly expresses deep fear and hatred of them, seeming to believe that they should be killed off instead of merely detained. This attitude frequently leads him into conflict with Nathan and Noah Bennet, who advocate a more "humane approach" towards the superhuman roundup. His drive to be proven right and vindicated no matter what the cost leads him to attempt to fake a suicide bombing of Washington D.C. by a superpowered individual to turn public opinion in his favor. When that fails, leading to him being fired, he ends up shoving his boss Nathan out a window and taking total control of the operation himself. From there he gets crazier and crazier as the series progresses, to the point where he ends up secretly teaming up with ''Sylar'', thinking that it's a good idea and he's got the situation completely under control.
