Either they're no good, criminal thugs and delinquents; or abandoned / orphaned teens that have been left behind by society and they commit these criminal acts in a way to lash out at their predicament in life. Interesting to consider because their crimes for the most part are in very low scale when compared to the likes of Mojo's or HIM's.

The example about Utonium is both too general and a case of Fridge Logic. The Woobie only applies to characters we are supposed to feel sorry for; Bellum being more competent than the Mayor is played for laughs.

Buttercup knocking out the teeth for profit of villains who were doing nothing wrong, was awful, and completely worthy of punishment. But we’re really supposed to believe [[DisproportionateRetribution she deserved to have her sisters team up with Mojo Jojo and the group of 15+ villains she knocked the teeth out of, not all of them illegally in universe, to have the teeth beaten out of her mouth as karma, while they watched it happens from the sidelines in sadistic glee?]] Not to mention the fact that the Professor comes across as an [[CharacterDerailment incredibly out of character indifferent and neglectful bad parent]] in regards to Buttercup’s downfall at the end of this segment, and even if he has valid reasons to be disappointed in Buttercup for her crimes and to punish her, [[OutofCharacterMoment his seeming lack of concern for his daughter’s suffering at the end doesn’t make any sense at all,]] coming from the same parent of the previous episode “PowerProf.,” who [[OverprotectiveDad was so worried about his super-powered little kids getting injured in fights against criminals and monsters when he started fighting crime with the three of them that he even forced Blossom, Bubbles, and Buttercup to wear helmets, elbow-pads, and knee-pads when they went to go battle Mojo Jojo?]] Yeah, Buttercup is a super-powered child in a cartoon where characters easily fully recover and survive from getting horribly beaten up and injured all the time, Buttercup was being a criminal, who deserved to be punished, and the Professor does know this. However, that still doesn’t make his [[OutOfCharacter completely out of character seemingly indifferent attitude towards Buttercup’s suffering at the end of the episode feel any better,]] especially since Blossom and Bubbles aren’t punished for setting their sister up in a trap to get her teeth knocked out by every villain she knocked the teeth from out of. Granted, we could assume that Blossom and Bubbles never told him about their involvement in getting Buttercup beat up, but his seemingly indifferent reaction to Buttercup’s suffering at the end, and the fact that Blossom and Bubbles are never punished for setting their sister up in a trap to get her teeth beaten out of her, implies a lot of unfortunate things.

He checked up on the girls before bed to tell them bedtime stories and tuck them in, cleaned the house, cooked, did the laundry, woke the girls up in the morning, gave them good advice, hung out with them in his free time, packed their lunches, and risked his life to protect them on several occasions before.]] In the few instances when he DID lose focus of the girls as their father because he fell in love with a woman or got obsessed with material objects, such as “Mommy Fearest,” “A Very Special Blossom,” “Keen on Keane,” and “Coupe’detat [[JerkassRealization he would realize that he was wrong, own up to it at the end, take some responsibility for it, and try to make it better.]] Here in “Moral Decay," the audience is supposed to believe that Professor Utonium [[IdiotPlot didn’t realize that one of his daughters was collecting a stash of money for several days, and hiding it under the bed until Blossom and Bubbles tell him.]] Two episodes earlier in “PowerProf,” he was upset about not being able to spend more time with his kids because they had to keep going to save the made Blossom, Bubbles, and Buttercup [[OverprotectiveDad wear helmets, elbow-pads, and knee-pads to go battle Mojo Jojo because he was afraid of the girls getting “boo-boos,”]] but in “Moral Decay” [[OutofCharacterMoment he doesn’t seem to be too concerned that one of his daughters got most of her teeth knocked out, Blossom and Bubbles don’t get chewed out by him at all for setting Buttercup in a trap to get her teeth knocked out, and he doesn’t take any sort of partial responsibility in Buttercup’s crimes and eventual downfall for not figuring out what was going on sooner, so he could put a stop to it.]] He just gives her a cold look after telling her he [[DisappointedInYou he “can’t say he’s proud of her”]] after Buttercup gives him a nervous, largely toothless, grin. Granted, he has good reason to be disappointed in Buttercup here, but he was the parent who seemingly neglected to figure out what Buttercup was doing and put a stop to it sooner in this episode over the course of several days. She just got hurt pretty badly, so you’d think [[OutOfCharacterMoment he’d have more compassion for her, and take at least partial responsibility for her ultimate downfall.]]

** Many fans also pretend the episode “Moral Decay” never happened because the writing made everyone in the Utonium family come across as [[JerkassBall very uncharacteristically unlikable at one point or another ]] in order to turn Buttercup into a [[CompressedVice very uncharacteristically greedy and sadistic villain] and the [[UnintentionallySympathetic punching bag]]. Sure, Buttercup was a greedy little monster in “Moral Decay,” but [[DisproportinateRetribution she didn’t deserve to get set up by her sisters in a trap where most of her teeth knocked out at the hands of the villains she knocked the teeth out of, not all of them illegally in universe either.]] Mojo Jojo, Fuzzy Lumpkins, HIM, and The GangGreen Gang were innocents in “Moral Decay” when Buttercup knocked out their teeth for profit, but the other villains she knocked the teeth out of were actively committing crimes that she and her sisters were stopping, so it was considered fair game within universe to knock out theirs. Technically, Buttercup only committed crimes in universe against seven villains, but there were more than just the seven villains she wronged in that crowd of people. Not to mention the fact that [[DoubleStandards Blossom and Bubbles are actually framed as being in the “right” for selling out their sister to get most of her teeth knocked out, while they watch on sadistically]] and Professor Utonium [[OutofCharacterMoment doesn’t seem too concerned that one of his daughters got injured at the end.]] Even if we assume that he never found out what Blossom and Bubbles did to set Buttercup up in a trap to get beat up, and even if he has good reason to be disappointed in Buttercup for the [[DrivenToVillainy dark lengths her greediness drove her to,]] the [[OutOfCharacterMoment the seemingly indifferent reaction he has to one of his daughters being physically injured is so wildly out of character of a reaction from the same dad,]] who just two episodes earlier before in “Powerprof.,” made [[OverprotectiveDad Blossom, Bubbles, and Buttercup wear helmets, elbow-pads, and knee-pads to go battle Mojo Jojo when he was fighting crime with them because he was afraid of them getting “boo-boos.”]] Thus, many fans despised this episode, seeing it as [[SadistShow just too mean-spirited]] and [[CharacterDerailment entirely out of character]] for the entire Utonium family, so they [[FanonDiscontinuity pretend it never happened]].

Here in “Moral Decay,” we’re really Decay," the audience is supposed to believe that Professor Utonium didn’t realize that one of his daughters was collecting a stash of money, or wonder how she got it for roughly 12 within several days until Blossom and Bubbles tell him? You’re telling me that the same dad from two him. Two episodes earlier in “PowerProf,” who he made Blossom, Bubbles, and Buttercup [[OverprotectiveDad wear helmets, elbow-pads, and knee-pads to go battle Mojo Jojo because he was afraid of the girls getting “boo-boos,”]] and the same dad from “A Very Special Blossom” and “Ploys R’ Us,” who Us” wanted to make sure that the girls didn’t get in trouble with the law for committing crimes, [[OutofCharacterMoment crimes.
