Even Alfendi himself told Lucy that she can investigate as much as she likes. Even when their lead was found, it is quite easy to... "prove their lead as not guilty" which happens really fast. And even then, to prove the existence of the one responsible for this mess is not that hard either since our "mystery lead who went missing" is easy to contradict in order to dig out the truth.
