This description was copied from the webcomic directly, and there are no quotes around "him" in the official description. Not every transgender person that currently identifies as female has always identified as female since birth. Contradicting the author's own word on what the appropriate pronoun is for the main character's younger identity is presumptuous at best and misgendering at worst. If the author thinks the he pronoun is appropriate, who are you to disagree with quotation marks?
