He used the brutality of it to disguise the fact he was drinking the blood, so the cops would assume it was some sort of ritualistic killing/picquerism and disguise the fact he was drinking their blood. He was never caught because he used his vampiric stealth. As for why there weren't more killings? Either he was cautious and figured he might be caught, or was cut down by some vampire hunter/made the mistake of getting killed by one of the vampire weaknesses.

Functioning societies are built upon cooperation and mutually beneficial relationships. Non-functional societies (like the poor parts of 19th century English industrial cities) are built upon the powerful exploiting the weak- or in other words, "sucking them dry." Other stuff this explains:
** Why are vampires pale? During the 19th century, white Europe exploited and oppressed Asia and Africa.
