Jotaro tells Josuke when they first meet that Josuke's name unexpectedly came up when they were dealing with Joseph's will, despite the fact that Joseph had no idea that Josuke even existed. Also, the Higashikata family has to be pretty rich if Josuke can afford to buy designer shoes and socks (as mentioned when he and Jotaro were fighting the rats with stands). He also manages to have something like a thousand dollars on his credit card (when Joseph bought stuff for the Invisible Baby), and burned through almost all of it. This seems excessive for the son of a teacher and the grandson of a beat cop, especially after his grandfather dies. My guess is that Joseph's company kept track of Josuke after he was born, and Joseph unknowingly signed away part of his salary for child support.

It also seems weird that Josuke shows up on Joseph's company kept records at all, given that Joseph claimed that he didn't know that he existed. Tomoko might show up in his records, but the only way Josuke would show up is if someone was keeping track of Tomoko. It doesn't seem very likely that Tomoko would interest anyone enough to investigate her a continent away. Joseph possibly found out that Tomoko was pregnant before he left her, but he couldn't tell his family. All he could do for her is send her money. Tomoko probably still has lingering affection for Joseph because he still sends her money (not because it's money, but because he still cares). Joseph feels awkward around Josuke after at first because he was born, and Joseph unknowingly signed away part of knew that he had purposefully ignored him all his salary for child support.life.

** Jossed - Suzi Q is stated to be of pure Italian blood, whereas Dio is stated to be British. While it's possible that Dio's child in this scenario could have moved to Italy, Suzi Q would be of British-Italian Blood at the very least. The only possibility for this to be true would be if Suzi Q's parent was conceived during a trip to Italy, except such an event surely would've at least been mentioned after the time skip (not to mention that it took longer to travel back then).

* This might also explain another reason why Josuke doesn't want his mother seeing Joseph. He says he doesn't want to see him be disappointed, but doesn't elaborate. Joseph probably didn't tell her his real age or the fact that he had a daughter older than her (but knew that he's married), so perhaps Josuke's trying to spare her the fact that she slept with a man in his 60's rather than his 30's.

They look the same, Star Platinum's RapidFireFisticuffs are very similar to Jonathan's Sunlight Yellow Overdrive which killed Bruford, Star Platinum's defensiveness of Jotaro is very similar to Bruford's loyalty to Queen Mary, and it makes sense that Bruford would want to protect the great-great-grandson of his WorthyOpponent.
