At some point in the backstory, Godzilla defeated and sealed the Skar King and his army within the Hollow Earth, Given this war probably included an already-enslaved Shimo, and Godzilla in the film has major trouble handling just Shimo by herself, even after he powered himself up and evolved into a new SuperMode, it does not seem likely he could have won by himself last time. He was aided by another Kaiju, perhaps Mothra or another member of the Godzilla species.
