''The Secret Of The Oracle'' states upfront that the Vorticons shared information with Keen after he freed them from Mortimer McMire's mind-control technology. This would include giving him access to Mortimer's notes and schematics for said technology, the principles of which Keen used to adapt his Ray Gun into a Neural Stunner.
