The blue-haired hero starts off fighting for TheEmpire by quelling a local rebellion, but is eventually forced to fight against the very same empire they swore allegiance to. Only vague implication that they are running some SuperBreedingProgram as well as some words near the game's ending that the Hand of Zanatus says to Diana (and she does not openly refute either) hint at some darker things behind that facade, but nothing else comes out of it during the game.
