Wikkans, pagan cultists who worshiped one of a variety of corporeal gods in exchange for magical knowledge and power, then enforced theocratic rule until the God War, an apostate uprising that expelled the Wikkans from several islands. The emergent Apostatic Union devoted itself to the Clockwork God, a divine machine and the source of the "cypher magic" that gave the Union parity with the Wikkans, and established the Inquisition to root out pagan worship within its borders.

The player takes on the role of Prisoner XVII, a criminal being transported aboard an Inquisition airship. When the airship makes a stop to capture a pagan who leads a mercenary crew, the Inquisition's agents are slaughtered during the raid. In a bind, the chief inquisitor makes Prisoner XVII an offer they cannot refuse: freedom in exchange for succeeding where his agents failed. In the course of this suicide mission, the prisoner is rescued from death by a god and embroiled in a mystery with ramifications for all of the Oneiric Isles.
