Katsuyama would then kidnap Kiki Asukai, planning to kill her in the real world, after he beats her near death.

His most recent victim is [[CopKiller Detective Murphy]], who was investigating the disappearances; Tobias uses his skin to make a handbag. After deliveryman George become suspicious about the nature of products he was delivering, Jeffers kills him to avoid begin caught. Confronted about his crimes, he gleefully admits them.]]

Unlike the Templars who believe in order and control, Roth values freedom in the form of anarchy and chaos. Resenting that Starrick thinks he can control him, Roth initially allies himself with [[PlayerCharacter Jacob Frye]] to fight Starrick's empire. Growing more disturbed by Roth, Frye severs their agreement when Roth plans to burn down one of Starrick's factories, a factory [[WouldHurtAChild of child workers]], which Roth does anyways, and Frye barely manages to save them. As revenge, Roth lures Jacob to his theater where he puts on a show, killing people on stage before ordering the theater to be burned down with the civilians inside. As he dies, Roth is asked by Jacob why he did all this and replies "[[ForTheEvulz why not]]?"

He constructs chlorine bombs for the Omertas--fully-knowing that his actions would kill people in a "fairly large area in a fairly small timeframe"--only if they allow him to videotape himself raping and torturing their prostitutes until they die. When confronted with the evidence of his crimes, Clanden threatens to kill the Courier, claiming to have "nothing to lose", and if blackmailed into leaving New Vegas, Clanden will gladly accept the chance to "find girls to play with somewhere else"]].

He is especially fascinated by twin siblings, and once, just to [[ForScience see what would happen]], [[ConjoinedTwins sewed teenage twins Clara and Mia Buhalmet together]], killing them. He then proceeded to throw their now-conjoined bodies in a well to hide the evidence, leading to the two becoming vengeful and tormented spirits. He also acquired twin sisters Lucia and Grace Dagenhart, the latter of which he brainwashes into becoming his accomplice. When Oswald decides he wants to perform experiments on Lucia's daughter [[PlayerCharacter Fran Bow Dagenhart]], he recruits the demonic Remor to possess Fran to ritualistically kill her own parents and then take her to his asylum as a prisoner. Fran escapes, and Oswald sends Remor after her and fires her doctor Marcel Deerne for learning of his plans. When Remor catches Fran and Deerne, Oswald straps Deerne to an electric chair to kill him and shoots Fran to near-death, planning to dissect her brain and use it while she is "still warm"]].
