Palpatine sends Maul to take control of the situation on the ship. There Sith aprentice is faced with other two leaders. Rebel Moon is two part Space Opera movie by Zack Snyder and planned to be start of new franchise. In universe ruled by the brutal Imperium from their capital Motherworld, whispers of rebelion start spreading after death of the royal family and rising of rutheless Balisarius. On small moon Veldt, peacefull famring community has no interests in Vader going on until Imperial ships shows on their skies. As village is thretened by starvation because of Imperial demands for their crops, mysterious Kora embarks on journey to gather team to protect her home.

Ghar will have ruler of the Imperium and universes Palpatine analogue, but his right hand psychopath isn't slouch in nastines himself.

Who is Admiral Atticus Noble? What has he done?

Exelently played by Ed Skrein, admiral Noble is regent Balisarius's most brutal commander whose job is to crush rebelions on the outer reaches of the Imperium teritory, commanding The King's Gaze, dreadnought capable of laying waste to entire planets. Coming to village story centers around in search of grain necesary to continue his hunt for ingurgent leading Bloodaxe siblings.

Noble puts air of kindness and is happy to welcome them into Motherowlds's "Warm embrace". However when when he feels kind village Elder lied to him about harvest (granted he did to drive them off), Noble has him beaten to death with his staff and orders great amounts of grain in ten weeks, uncaring that villagers will starve to death and leaving his sadistic soldiers to keep them in line. When bounty hunters bring him insurgent informant, Noble promises him freedom if exchange for information. Which he does after learning Bloodaxe's are protected by King Levitica of Sharaan, after severing his spine core and leaving him prisoner in his own body. And moment later orders his Brain dissected to see if he knew anything more.

Meeting with Lavitica and having his army raze lay waste to city, Noble personally kills Lavitica and orders the King's Gaze to raze entire planet. Thanks to traitor in Kora's crew, Noble intercpets them on planet Gondival. He captures them, killing few insurgents that came with them. Noble plans to take crew, cosisting of High profile fugitives, with Kora herself the infamous Scargiver, adopted daugther Balisarius and whom he used scapegoat for his plot to murder loyal family and take control.

Noble plans to sever their spine cores same way he did infromants before taking them all to Motherworld to be executed while he gets place in the senate. Heroes get free and battle breaks out. Noble and Kora eventually have one on one fight and Kora kills him with his own staff. The Imperial priests however revive him and Balisarius orders Noble to bring Kora to him. As his ship sets course for Veldt, Noble kills one of priests who revived him after they keep him on medical check up for too long.

Coming to village which has prepared to fight him, Noble sends soldiers to infiltrate and use hidden women and children as hostage, offering Kora to spare its people should she accept to be taken since he would have no need of grain anymore. While Kora actually planned to oblige, her Love Interest Gunnar declarates battle. Noble is driven back to his ship and after learning Kora has infiltrated it, orders main cannon to fire at the village and destroy it, uncaring at his troops who are still there. Kora however righ ships Cannon to explode and engages in another battle with him. Noble mortally wound Gunnar during the battle, but he and Kora are able to subdue and behead him.

Mitigating factors?

He can project air of kidness, and just as guicly drop it. His loyalty to Balisarius is not fleshed out except for him being ambitious social climber and he only uses the Slain King's person to appear more noble than he is. Even behind scenes materials make it clear guy is pure evil.

There is brief scene which shows him having... a relathioship with tentacled creature, but it's brief and not developed beyond weird sexual thing on his part.

Heinous standard?

His boss sets it high and universe of Rebel Moon isn't bereft of other evil, but Noble is Balisarius to go guy for crushing uprisings and openly referred by opening naration as most violent of his soldiers. We see him raze planet because it's leader aided rebels, with it being made clear to not be first time and has Veldt village enslaved uncaring that they could starve from death because of his demands, before trying to have both it and his soldiers still on the ground killed, and is geniunelly just cruel bastard all around.
