While Howard does voice an NPC by the name of Alban Corinis (a test NPC), and Vile's voice does sound ''very'' similar to Howard's (albeit with a slight Irish accent), Vile is voiced by Craig Sechler (who also provides the voice for Sheogorath if the player doesn't have the Shivering Isles DLC installed).

As far as I know, the only source claiming Craig Sechler voiced Clavicus Vile is IMDB, and most other sources do concur that he was actually voiced by Todd Howard (who also voiced him in Redguard). Todd Howard claimed that he voiced Clavicus Vile in "a couple of games" (presumably Redguard and Oblivion) in an interview at Pax East 2019.
