The modification itself is a ThrowItIn because Grian (and with the agreement of everyone else) thought it was too anti-climatic for Scott (and later Bdubs) to commit murder within minutes if not seconds after the announcement, leaving the Boogeyman position otherwise out of commission for the rest of the day. Had this not happened, Skizz and Big B might have been spared a couple of hours each, while Bdubs might not have lost a couple of hours himself as Skizz otherwise had no beef with him and would have no reason to duel or go after him.
