The actor clearly just threw it on in a hurry since the neck of the costume is hanging over the shirt collar (making it look like Cool Cat had a double-chin), the right sleeve wasn't on properly so the actors wrist can clearly be seen, and once again, the other sleeve goes over the shirt.
