I am not gonna lie. This guy is probably the most complicated determination when it comes to moral agency. Is he in control of himself, or is the mushroom controlling him? If the latter then he would have moral agency issues... however, the more I thought about it, even if it is that the mushroom is controlling him, then that would mean that it is the mushroom we are focusing on for this entire proposal. In other words, it doesn't matter whether or not the man has moral agency issues here as the mushroom very much does. Hell. If it is Adler being controlled by the mushroom, then it means that the mushroom is piloting a corpse and using that to accomplish its goals. If Adler is in control and wants to spread the mushroom infection to others, then that means he was always that horrible. In either case, there is a clear moral agency (even if explaining it is complicated). When it comes down to it, Mister Yellow is the big bad of the franchise. The franchise is still going though, so there is always the chance of Mister Yellow proving himself to be worse than Adler in some way... That being said, Mister Yellow is also a CorruptCorporateExecutive who has a monopoly on all pharmaceutical companies and every other antagonistic character (Adler included) under his employment. It is clear that Mister Yellow has WAY higher resources than Adler. This is made especially clear with his plan in which Mister Yellow is able to reach a worldwide scale in contrast to Adler who only had the resources to take over a school. Even then, Adler makes it clear that he wanted to spread his infection across the entire world (which meant he effectively wanted a zombie apocalypse that he was in control of). So regardless on if Mister Yellow proves worse, Adler's lower resources means he very much stands out... and with him confirmed dead now, safe to say his position in the standards will stick.

Angered by this betrayal, Garraka swore to freeze over all of humanity and he showed to still be very powerful as he laid waste to a lost of the land he helped conquer. This eventually led to him being sealed away where he was safely locked away by the flame masters.

With this, he gets Melody to trick Phoebe into separating her spirit from her body, allowing him to possess her and force her to say the incantation, freeing him from his prison. Afterward, he immediately hunts down the last flame master. He ends up getting the wrong guy, but he still kills the poor fella in a very gruesome manner. After that, he heads toward the ghostbusters base to free all of the ghosts they had imprisoned in order to form an army to wipe out all of humanity.
While Melody continues to help him as she believes he will help her, Phoebe convinces her that she has to help herself and not rely on Garraka. Not that it matters, as Garraka manages to break the container and freeze the entire ghostbusters crew... [[NearVillainVictory even if only temporary]]. Taking Phoebe's words to heart, Melody manages to light a match which she uses to help Nadeem use his fire powers to turn the tables on Garraka, even saving the ghostbusters from freezing to death. whims. Alright, You guys might be thinking "But he was betrayed, wasn't he? That means he has a freudian excuse." Here's the thing. The king's reason for betraying him didn't stem from [[YouHaveOutlivedYourUsefulness no longer needing him]], but actually fearing his power showing that even the king realized he was playing with fire. Not just that, but Garraka had initially helped said king in conquering lands which definitely lead to death due to his powers. In other words, Garraka was already evil before this betrayal. Also his desire to kill all humans is due to [[DisproportionateRetribution one human betraying him]] for somewhat understandable reasons (I say somewhat because the dude should have realized beforehand that summoning a power and dangerous entity was a bad idea).

You know what is necessary. We can't say right away that Garraka truly stands out without comparing him to, who else, Gozer. In terms of resources and intentions, the two are pretty similar. Both are powerful godlike supernatural evil beings, both had full intention on [[OmnicidalManiac wiping out all of humanity]], and both possess people in order to break free of their prisons. So it seems like Garraka is just like Gozer in resources and actions, right (with potential argument of Garraka having a little more resources)? Well, the key difference between them is methods. Gozer had to rely on its underlings Zuul and Vinz to possess two mortal beings to free them. Garraka had to manipulate a ghost into befriending a human and tricking said human into separating their soul from their body so that he could possess them into chanting the incantation to release him.
Not just that, but while both intended to kill all of humanity, Gozer opted to have humanity decide how they would die (which ended up being Stay Puft Marshmallow man thanks to Ray) and made intent of just quickly killing them in Afterlife. Garraka, on the other hand, had full intent on freezing all of humanity to death and is even actually shown killing people (even if Gozer is an OmnicidalManiac, I don't recall any onscreen deaths caused by Gozer directly).
We even get an onscreen backstory for Garraka. It's in a book presented to the heroes, but said backstory is in murals that give a good detail on his actions in the past. As such, Garraka very much stands out in my opinion.

Him mistaking a drug store owner for the Flame Master is also played for horror as he is quick to kill the poor fella before moving on. Nothing funny about this guy. Actions are completely serious.

Okay. So Fontaine has a serious justice system. Those who are convicted are sent to the Fortress of Meropede. There, they can work on atoning for their crimes and hopefully turn over a new leaf... well Dougier is not like that. He is in the fortress (for crimes we don't know but aren't relevent to this EP), yet he chooses to secretly plot to take control rather than learn the error of his ways.
To start, he discovers a liquified fear which he takes advantage of to inject into other inmates, forcing them to obey him without question. After getting enough victims, he has them form the Beret Society. The rules are as follows. Members are not allowed to talk with eachother without formal permission. Members are not allowed to leave without formal permission. Members are put in groups of five, and if even on member in the group breaks a rule, all members of the group are punished (it should be noted that the first rule still applies here, meaning groups can't even interact with their own teammates). He also starves his unwilling followers and makes it where the only way to get food is to sell out their fellow members.

After getting enough victims, he has them form the Beret Society. The rules are as follows. Members are not allowed to talk with eachother without formal permission. Members are not allowed to leave without formal permission. Members are put in groups of five, and if even on member in the group breaks a rule, all members of the group are punished (it should be noted that the first rule still applies here, meaning groups can't even interact with their own teammates). He also starves his unwilling followers and makes it where the only way to get food is to sell out their fellow members.
These rules were so strict that anybody unfortunate enough to fall into Dougier's clutches eventually become so broken that they give up hope of ever being free and become resigned to their fate as his slaves.
Of course, the Duke of the Fortress, Wriothesley, realizes that something is up and sets up a plan to discover what Dougier is up to, even getting the help of the Traveler.
They eventually discover Dougier's secret base with the help of two Beret Society members. Dougier, realizing those two had been secretly working against him, prepared to have them punished in front of the rest of the society. He wasn't going to punish them himself though, he opted to force them to punish eachother against their will.
Before he can, Wriothesley arrives to deliver justice. Dougier tells him that all those in the fortress are complete monsters (even [[CardCarryingVillain establishing himself as being included]]) who deserve to be punished, claiming that he should be allow to have the luxury that Wriothesley has as he accuses Wriothesley of not caring for the inmates anymore than he does.
Wriothesley effortlessly rebukes his claims one after another, prompting Dougier to summon some Gardemeks he stole against the Duke and the Traveler. When that fails, he attempts to shoot Wriothesley, [[ImperialStormtrooperMarksmanshipAcademy failing miserably]]. He then turns his gun to the Traveler, prompting Wriothesley to apprehend him.
Dougier attempts to use the rules of the fortress to keep Wriothesley from punishing him by claiming that unauthorized punishment is against the rules, [[{{Hypocrite}} despite having been doing exactly that himself]]. Wriothesley ones again shuts this down by telling Dougier that as the duke of the fortress, he could kill him if he really wanted to.
Of course, Wriothesley opts to do nothing as he feels leaving Dougier in constant fear of his impending punishment at either Wriothesley's hands or the hands of his angry former followers is much more fitting than killing him. Basically, Wriothesley inflicts a karmic CruelMercy on Dougier by putting him in a FateWorseThanDeath.

Marcel (who can't be CM due to having a tragedy that just barely holds) has even less resources than Babel as he has a small business with fewer followers whom he too is willing to throw under the bus and plenty of Gardemeks, and he has a kill count of at least 26.
Notice the pattern? Now we talk about where Dougier stands on the resource level. Basically, all he has is the liquified fear and not even close to having as many Gardemeks as Marcel. In fact, unlike Marcel who legit own the Gardemeks from what I can tell, it is basically stated that what Gardemeks Dougier has were stolen, which I feel slightly lessens how much they count as one's own resource. He also has [[ImperialStormtrooperMarksmanshipAcademy no gun proficiency]] as shown when he can't even shoot Wriothesly who isn't even dodging. As such, I am pretty certain that Dougier's resources are as low as we could possibly get here. I don't think we are getting any lower.

Eventually, the people caught on to his actions and abuse and [[OffWithHisHead had him beheaded]]. However, that wasn't the end of Alistairs tyrany.
Much later, a man by the name of Willain Gracey had lost his wife and suffered from huge grief that he got a spirit medium by the name of Madame Leota to help him channel her. Instead, he ended up bringing various other spirits into his mansion, including Alistair, now referred to as the [[AdaptationalVillainy Hatbox Ghost]]. Seeing an opportunity, Alistair began to [[DeadPersonImpersonation impersonate Gracey's wife]] by saying he needs to kill himself for them to reunite.
Gracey ultimately does that, sealing his fate to be trapped in the mansion with the other spirits, and he then began plotting to have a total of 1000 in order to come back to life and more powerful than ever, having 933 souls already. Knowing the threat Leota was, Alistair imprisoned her within a crystal ball. Afterward, he manages to take 66 more lives leaving him with only one more. However, there was a catch. The last soul had to be willing to give up their life.
When a woman and her son enter the mansion, he makes sure they are unable to leave by having the other ghosts under his control force them to come back when they try. He does the same to other living souls who are summoned including a fake exorcist named Kent, an astrophysicist named Ben, a new generation medium named Harriet, and a Creator/DannyDeVito named Bruce.
He sees an opportunity in Ben who was still grieving over his wife. However, Ben remained strong and refused Alistair's temptations. Realizing this, Alistair moved onto another target, which was Gabbie's son, Travis. Travis was grieving over the death of his father, so Alistair took to impersonating him to give the boy the belief he was still in touch with him. Once it was clear that he couldn't convince Ben, he began to [[WouldHurtAChild manipulate Travis into giving his life away]].
Once Ben is told that Travis's dad is dead though, he figures out Alistair's game and is quick to save Travis from making a horrible decision. Believe it or not, Constance Hatchaway is in this movie (she just isn't referred to by name), and she is still established to have been a gold digger who murdered her husbands. In spite of this, not only is Constance actually redeemed in this movie, but she is effectively outdone in heinousness by Hatbox Crump who not only proved to be marrying multiple women at once, but also imprisoned the souls he killed in a mansion both in life and death with intent to trick the 1000th victim into willingly giving their soul to him so that he could be all powerful.

Of course, Emile survived and eventually returns to get the citizens to praise him again.
