->Severin: I know Kagan killed your mother. But you killed him. He's been dead a long time.\\
Rayne: Severin, Kagan didn't just kill my mother, or rape her, or drive her insane. He also murdered her entire family. He murdered an entire family so that I'd have no one to turn to but him. Wasn't even cruelty, just his policy. For all the dhampir he created.
-->--On Kagan, VideoGame/BloodRayne2

Rayne herself, a HalfHumanHybrid and a ChildByRape, is no saint. But her father Kagan--in several incarnations--along with some of Rayne's other foes, have stood out as especially vile.

* Kagan is Rayne's heartless IHateYouVampireDad father and a monstrous VampireMonarch.
** VideoGame/BloodRayne2: Kagan has a fascination with the Dhampir race and creates his own by raping human women to produce offspring before eventually killing every member of their maternal family and everything they care about, leaving them with nobody but Kagan himself to rely on. Kagan ended up working with the Nazis to further his own goals and killed Rayne's mentor and friend, torturing him by strangling him with his own intestines before the man used a grenade to destroy himself with Kagan, except Kagan had survived. Kagan uses a plan to blot out the sun and leave a vampire kingdom for himself to rule. Kagan displays no care for any other being, coldly informing one of his daughters her services are no longer required before having her thrown into a miles-long drop, and declares Rayne scarce worth the "effort I took to create it".
** Comics: Kagan's cruelty casts a shadow in the decades after his seeming death. In one of Kagan's earlier plans, his cult plotted to start a vampire invasion of America to make a new kingdom in his name. At another point, Kagan sought to produce a child with PsychicPowers, raping a powerful psychic woman and taking their son, Garek. Kagan would physically, verbally, and emotionally abuse the boy throughout his childhood, forcing him to kill hundreds of people with his powers on a near-nightly basis. Kagan is also stated to have killed any of his children who "disappointed" him, as he attempts to do to Garek when he becomes too strong and resistant. Kagan's other crimes including having multiple humans brainwashed to serve as soldiers and CannonFodder for his re-emergence, and taking his heir Ephemera away from a happy life she tried to settle down in, declaring she belongs to him, and sparing her lover so she'd reveal the truth about herself and abandon him.
** 2005 film: Kagan, much like his video game counterpart, is a powerful vampire king and Rayne's father, having raped and murdered her mother. Taking advantage of a lawless land, Kagan has an army of vampires and humans at his disposal to wipe out the human race. Kagan seeks the eye, heart, and rib of the ancient vampire Belial to further empower himself. When Rayne allies herself with the Brimstone Society, Kagan sends his army to the Brimstone headquarters, killing hundreds of innocent people. When Kagan captures Rayne and discovers she empowered herself with Belial's pieces, he plans to ritually extract the pieces from her. In the final fight, Kagan manages to kill the Brimstone leader, Vladimir, before facing Rayne in a final duel.

* Jurgen Wulf was a German UsefulNotes/WorldWarI war criminal fascinated with the occult. Becoming the leader of the Ghostapo Gegengeist Gruppe, Wulf uses his position to seek out the parts of Beliar, the first devil to ascend to self-proclaimed godhood. Wulf introduces himself having summoned the Queen of the Underworld and her offspring to infect and wipe out a whole town to get Beliar's rib. Later, when Wulf discovers Rayne's friend Mynce was a DoubleAgent, he rips Mynce's heart out in front of Rayne. Returning in the comics, it's discovered decades later that Wulf was resurrected from Hell by what he calls "Saviours", ancient beings that far predate the universe, and denounces his past as a Nazi in their favor. Wulf takes over Red Blood Run, a HumanTrafficking operation that abducted thousands of innocent people to forcibly experiment on them and turn them into vampires. This was part of a greater conspiracy in which Wulf infiltrates Brimstone with his "Saviours" in a plot to usurp God and sell out humanity as his masters subjugate all creation.
* Dr. Báthory Mengele, aka "The Butcheress", is a particularly vicious member of the Gegengeist Gruppe and proud descendant of UsefulNotes/ElizabethBathory, continuing her "family tradition" of bathing in the blood of virgins. Growing a fascination with the parasitic Daemites, Mengele keeps breeding them to further the GGG's plans, but mainly for her own amusement. Bathory callously feeds her soldiers to the Daemites, enthusiastically describing to Rayne how they horrifically infect and kill their victims, as well as her considering setting them loose on America. In the comics, Bathory reemerges decades after her seeming death as a treacherous ally to the Kagan Cult and master of an army of NaziZombies. When Rayne confronts her, its revealed that Rayne was one of many young girls and teenagers taken by Bathory to have their blood collected when Bathory realizes she's a dhampir and attempts to test a Daemite larvae on her, before gutting Rayne and leaving her to die.

* VideoGame/Nocturne1999: Count Voicu, from Act I--"The Dark Reign of the Vampire King"--is the vampire master of Castle Gaustadt and tyrannical lord of its lands, having usurped and exiled his father and his followers. Spending centuries warring with his father, Voicu spent centuries persecuting and terrorizing the people he rules over, escalating things when werewolves stepped into the fight. Voicu has a reputation is stealing children from villages to feed on and creates monstrous slaves, while he takes young women to be his sex slaves. When the heroine, the Stranger, and Svetlana Lupescu arrive and find themselves in the middle of his war, Voicu takes a liking to Svetlana, hoping to use her Dhampir powers to his advantage, and begins to drive her insane to make a new bride out of her.
* VideoGame/TheBlairWitchProject (a spinoff of VideoGame/Nocturne1999): AGodAmI Hecaitomix is the evil spirit behind Elly Kedward and Rustin Parr, starting the Blair Witch legend, and the true source of the curse. Angered that he is no longer worshipped, Hecaitomix spent centuries torturing and killing, children specifically, with the goal of wiping out the human race and ruling over what's left. Hecaitomix disemboweled a child, dubbed the "bleeding child", and kept him alive to feed on before trapping the child in his realm. He also conquered a spiritual realm and turns the spirits there into demons. Hecaitomix has Robin Weaver abducted and attempts to possess her, and in the ritual traps children's souls and keeps mutilated victims alive and conscious. Hecaitomix bargains with a man to cure his blindness and turns him into another demon to do so. After Rustin Parr's killing spree, Hecaitomix possesses Kyle Brody to use him as a new vessel, before moving on to a local pastor, and plots to abduct Mary Brown to subject her to the same fate as he did the bleeding child.

* Deliverance: UsefulNotes/BillyTheKid is depicted as a vicious vampire with a sweet tooth for children. Terrorizing the American frontier, Billy gradually builds a vampire army, and is introduced killing two parents that Rayne befriended and abducting their children. Billy takes over the town of Deliverance by killing the sheriff and taking the children, planning to use a railroad being built through the town to recruit more vampires and take over the country. Billy keeps the children to himself, picking one to feed on, having the others watch as he does so. When Rayne finally confronts Billy, he sets up a trap to hang the children on several nooses, feeding on one of them to taunt Rayne as she struggles to save them.
* The Third Reich: Hauptsturmführer Ekart Brand and Dr. Wolfgang Mangler are two Nazi leaders overseeing the imprisonment and mass execution of hundreds of [=POWs=]. Discovering the existence of vampires, Brand survives a fight with Rayne, becoming a daywalking vampire himself; Mangler brutally tortures a vampire found among the prisoners to test their limits. Together they plan on perfecting the vampire strain, hoping to make Hitler truly immortal, with vampires ruling the Third Reich. They experiment on a prostitute who tried to give them information, turning her before eventually killing her. With Brand turning several officers, some against their will, into vampires, they nearly wipe out the resistance and capture Rayne. Mangler tortures Rayne to drain her blood, believing its "purity" will repel vampire weaknesses, planning to keep her alive as an "exhibit".
