** [[EyepatchOfPower Sundance Shot]] is a charismatic terrorist, [[VideoGame/TheSilverCase leader of the FSO faction]], and [[CloningBlues one of several clones of Sumio Mondo]]. Originally a product of the Eleven Children cloning operation, Sundance set out to find the original Mondo in order to make him carry on his and the clones' special genes and memories to a new generation. Constantly foiling Edo's plan to destroy Lospass Island by moving his bombs to traveling airplanes, Sundance continues to do so until he finds the original Mondo. Killing Mondo at one point and having him resurrected upon making a deal, Sundance [[TheCharmer continuously persuades him]] to uncover his true past by helping him get to the airport.

* [[TheLancer Sumio Kodai]], an officer of [[VideoGame/TheSilverCase the Heinous Crimes Unit]] (HCU), is secretly the ringleader of the Mikumo Boys who was deafened by the Mikumo 77 villagers. Learning to lipread and bribing his way into becoming an HCU officer, Kodai uses his connections to initiate his and his friends’ revenge scheme against the Yukimura Corporation for the ruination of Mikumo 77 and the death of their friend Eru. Having Chairman Yukimura held hostage after blowing up his mansion, Kodai bankrupts the company by having them pay for a 6 billion yen diamond, only to destroy it during the hostage trade, which results in the Chairman killing himself and his board members in a massive explosion. Stealing a helicopter, Kodai uses it to destroy the remains of Mikumo 77, killing his own past while knowing full well he’ll be arrested for it. Meeting the trainee Sakura in his cell, Kodai assists her in capturing a serial murderer, while using riddles and philosophy to get her to discover her origins as an Ayame copy. Arriving at [[VideoGame/TheTwentyFifthWard the 25th Ward]] after his tenure as [[VideoGame/FlowerSunAndRain Sumio Mondo]], the recovering Kodai does what he can to assist Sakura in her mission to take down the elusive Kurumizawa.
* [[TheLeader Tetsugoro Kusabi]], co-founder of the HCU, is a stern, hard as nails detective who develops into a more benevolent personality as the games progress. Responsible for [[VideoGame/TheSilverCase arresting hitman Kamui Uehara]] after he killed a board of elderly executives, Kusabi actually made the story up in order to keep the true story--that he killed Kamui and the executives killed each other over Kamui’s immorality-granting silver eyes--under wraps for being too ridiculous to be believable. Doing what he can to easily take down criminals and protect his partners, while treating them with playfully crass respect, Kusabi forms a crush on his partner Sumio Kodai. Later on the run from the HCU, Kusabi assassinates a partner of his in order to protect the player, killing each of Kamui’s bodyguards himself and helping the player take down the Kamui Maspro conspiracy. After breaking Kodai free from prison only to find that he’s now the searcher [[VideoGame/FlowerSunAndRain Sumio Mondo]], Kusabi dons on a disguise and tracks him down to Lospass Island, helping him jog his memories during their flight off the island. Spending time fighting crime in America, Kusabi arrives at [[VideoGame/TheTwentyFifthWard the 25th Ward]] to assist the HCU in the capturing of the criminal Joker.
* [[IntrepidReporter Tokio Morishima]] is a jaded freelance journalist and turtle lover whose childhood as a Shelter Kid gave him the power to see apparitions. Tasked with finding facts about [[VideoGame/TheSilverCase the Kamui conspiracy]], Tokio would assist the HCU in finding the Shelter’s location, and would later kill the 24th Ward’s mayor Hachisuka and steal his silver eye for himself, erasing his identity afterwards. [[VideoGame/FlowerSunAndRain Heading to Lospass Island]] to uncover the secret of the silver eyes, Tokio gets Sumio Mondo to solve a puzzle that contains his location on Eleki Island, where he has him solve another puzzle to stop the island’s time problems and ensure his freedom. Getting his memories wiped by Kipple and blackmailed into securing data of [[VideoGame/TheTwentyFifthWard the 25th Ward]], Tokio does whatever he can to plant items to assist his future self before his operation. Able to privately recover his memories and effortlessly download the entire city’s data into his artificial silver eye, Tokio hands the data to his pet turtle Red and releases him to spite Kipple, later faking his own death once he finds Kipple trying to kill him. Returning years later, a now older Tokio tracks down teenagers who share his gift of seeing spirits in order to properly help them control their power.
* [[MysteriousEmployer Edogawa "Edo" Macalister]] is a mysterious hotel manager who often disguises his well-intentioned, yet devious, plans with a polite and affable demeanor. A high level administrator for the brainwashing conspiracy group E.L.B.O.W., when he found out about their cloning and silver eye production plans, he set out to destroy [[VideoGame/FlowerSunAndRain Lospass Island]] by blowing up the airport to put a stop to them. Since Sundance Shot keeps moving the bombs away, Edo calls in Sumio Mondo to stop him, refusing to tell him his true intentions until the very end. After allowing Mondo to leave the island and evacuating the people on the island upon its detonation, E.L.B.O.W. goes under and Edo vanishes. Reappearing as the Union Hotel’s manager, Edo is willing to help people uncover their dark pasts, from [[VideoGame/Killer7 hinting to Garcian Smith about his past as Emir Parkreiner]], to spiking Kaido Kamizake’s wine to make him come to terms with the death of his ex-girlfriend.

*** [[SilentAntagonist Fuyuki]] is TheHeavy of the Mikumo Boys' scheme whose mouth was sewn shut by the Mikumo 77 villagers. Effortlessly kidnapping Chairman Yukimura and holding him hostage, Fuyuki requests a 6 billion yen diamond paid by the Yukimura Corporation under the threat of harming him. Luring the HCU to an industrial warehouse and forcing the player to waste time going through random hurdles to reveal his location, upon acquiring the diamond, Fuyuki [[SelfDisposingVillain commits suicide]] by jumping down a smokestack, destroying the diamond and bankrupting the Yukimura Corporation in the process.
*** [[GeniusCripple Hanao Hiseki]] is a bomber who was [[EyeScream blinded]] by the Mikumo 77 villagers. A [[TheCracker computer wiz]] able to use special technology to get around his blindness, Hiseki is responsible for blowing up Chairman Yukimura’s mansion in order to get the HCU’s attention, killing himself before he can be arrested. During his spare time, after mistakenly receiving an email from Tokio Morishima, Hiseki decided to [[{{Troll}} prank the journalist]] by posing as "The Bat", making Tokio solve Mother Goose-themed riddles with the false promise of revealing his location. Upon Tokio’s completion, Hiseki emails him after his suicide revealing the truth, while [[FriendlyEnemy admitting he was a fun spectator]].
** ''VideoGame/TheTwentyFifthWard'''s "Matchmaker" scenario: "[[HyperCompetentSidekick The Translator]]", real name [[TheHeavy Mitsuki Haijima]], aka "Heidi", is a member of the Okiai Syndicate assisting his bosses Shigino and Kiryu in spreading chaos across the 25th Ward. The Syndicate’s most smooth and astute member, Haijima also moonlights as the writer for the tabloid magazine 25-Today while he assists Shigino in the ruination of Tsuki’s life. Assisting in Tsuki’s arrest many years ago, Haijima creates the Kamui Fan Club (Pending) as a distraction for Tsuki in order to kill his friend Yabukawa. Planting Sasa into the RAB to shake the organization up, Haijima invites Tsuki and Sasa to the Thousand Year Hotel, which he managed to refurbish into a maze in less than a day, [[ThereIsNoKillLikeOverkill just so he can have Sasa betray Tsuki]]. Making a deal with the suicidal Okiai boss Itsuki, Haijima drugs Osato in order to unlock his criminal power to have him kill Itsuki. Meeting Tsuki in a secret room, Haijima commits suicide by drinking poisoned wine, while using his last word to provide Tsuki with a hint to Shigino’s hideout.

** [[EyepatchOfPower Sundance Shot]] is a charismatic terrorist, [[VideoGame/TheSilverCase leader of the FSO faction]], and [[CloningBlues one of several clones of Sumio Mondo]]. Originally a product of the Eleven Children cloning operation, Sundance set out to find the original Mondo in order to make him carry on his and the clones’ special genes and memories to a new generation. Constantly foiling Edo’s plan to destroy Lospass Island by moving his bombs to traveling airplanes, Sundance continues to do so until he finds the original Mondo. Killing Mondo at one point and having him resurrected upon making a deal, Sundance [[TheCharmer continuously persuades him]] to uncover his true past by helping him get to the airport.
** [[BunnyEarsLawyer Stephan Charbonie]] is an engineer and soccer enthusiast who proves to be [[AWolfInSheepsClothing more sinister than he lets on]]. Upon Mondo finally exiting the hotel, Stephan informs the searcher that he poisoned Yayoi out of jealousy, and forces him to search his PDA in order to acquire the antidote to save her, only for it to be not be on there. [[ILied In actuality]], Stephan had given Yayoi a sleeping pill, and the whole thing was [[SecretTestOfCharacter a test]] to see if Mondo will believe anything anybody tells him. Reuniting with Mondo at the airport, Stephan tells Mondo how to activate his Android Bombs to destroy the entire island, afterwards stealing his precious car Giggs.
* ''VideoGame/Killer7'':
** [[BigGood Harman Smith]] is a god-like figure and government assassin who serves as the head of the Smith Syndicate. [[FriendlyEnemies Very good friends]] with his arch enemy Kun Lan, Harman challenges him with games of chess, using the Smiths as figurative chess pieces in his greater-scoped game against Kun, even allowing Kun to harm those in his path. Constantly outwitting Kun and his men at every turn, Harman’s unafraid to get in on the action despite his [[HandicappedBadass frail, wheelchair-bound nature]]. He also uses his younger reincarnation to make Garcian Smith kill the Chairman of Education Greg Nightmare for him, which makes Garcian rediscover his past life as wicked hitman Emir Parkreiner. Despite getting killed by a mysterious assassin alongside Kun, Harman and Kun [[BackFromTheDead return a hundred years later]] in Shanghai, ready to repeat everything they’ve done and start their game anew.
** [[ProfessionalKiller Emir Parkreiner]] is a deadly assassin who gained infamy as a teenage killing machine. In truth [[Really700YearsOld an immortal being]] who has been reincarnated several times, Emir became a secret assassin working for the government during high school. Tasked with taking out the Smiths, Emir managed to easily [[GeniusBruiser outwit and murder]] all six members at the Union Hotel, before feeling guilty and committing suicide on the rooftop. Reincarnated as Garcian Smith thanks to Harman, Garcian becomes the Syndicate’s cleaner, able to outwit, outmatch, and kill his opponents with ease. Breaking his connection with Harman after traumatically discovering his past as Emir, Garcian is still able to accept what happened and does whatever he can to take down the Last Shot Smile, [[WellIntentionedExtremist even if it means the destruction of America or Japan]].
** "Cloudman": [[ArcVillain Andrei Ulmeyda]] is an eccentric, [[AffablyEvil affable]] cult leader and president of the successful First Life Inc. A former postman who achieved fame by selling out his city to the Heaven Smiles in exchange for a portion of the Yakumo, Ulmeyda established a following built around himself. With First Life serving as a commercial-running front for his operations, Ulmeyda has also infected himself with countless diseases to [[TheImmune make himself immune]], selling his immunized blood as a vaccine. But when he acquired the Heaven Smiles disease, knowing that he’ll soon turn into a monster, Ulmedya summons the Smiths to [[ThanatosGambit execute him when he eventually transforms]], taking credit for a Stacy concert bombing to get their attention. Ulmeyda ultimately dies a satisfied man, his spirit leaving behind encouraging advice to his follower Clements.

* ''VideoGame/KillerIsDead'': [[LightIsNotGood David]] is Mondo Zappa’s brother, the king of the Wires, the ruler of the moon, and a hammy egomaniac who seeks to spread the moon’s Dark Matter all over the Earth and become its ruler. Having been an executioner for Bryan’s Execution Firm, once David became corrupted by the Dark Matter, he [[FallenHero left the Firm]], leaving behind the brainwashed Mika to act as his spy to sabotage the Firm. Killing his mother and chopping off Mondo’s arm, David usurps control over the moon from its Goddess, Moon River, using Dark Matter to create Wires to wreak havoc on Earth, knowing that each kill drives Mondo closer and closer to Dark Matter corruption. David ultimately [[ThanatosGambit has Mondo kill him in a final duel]] to completely corrupt him into taking his spot as the moon’s ruler.
* ''VideoGame/LetItDie'': [[AlmightyJanitor Uncle Death]] is the creator of ''Let It Die'', the president of the Yotsuyama Group, and an eccentric skateboarding {{otaku}}. In actuality TheGrimReaper himself, the messenger of the Underworld tasked to strengthen the souls of the dead, Uncle Death modified the Tower of Barbs and lied about a treasure hidden at the top in order to encourage players to climb the tower, expecting hundreds to die from the challenge. Because Uncle Death views mankind as corrupt, he created a fake moon that absorbs the challengers' souls, which would allow it to crash into the Earth and [[KillAllHumans wipe out all of humanity]]. Upon the player reaching the top, Uncle Death, who gained enthusiastic respect for the player’s fighting skills, [[DefeatMeansFriendship forgoes his plan]] despite being near completion to continue playing ''Let It Die'' with them, even killing the final boss himself to sever his ties with the Underworld.
