A conspiracy could consists of [[TheMenInBlack mysterious agents]] working for the government, a powerful corporation who created the Deviant and are trying to reclaim their "property," a cult who believes the targeted Deviant will herald the [[TheEndOfTheWorldAsWeKnowIt End Times]], or even a BenevolentConspiracy who hounds the party because they're too dangerous to roam around unchecked.
