During a summit meeting, Pearson, with the help of Head of the Secret Service, Frank Summers, arrests his doppleganger (who was attempting another assassination of Pearson) and applies the serum on the phony President, revealing his true facade. Confirming that the real William Lyons Selby is dead and that Ted Pearson is now Commander in Chief, Pearson must decide whether to declare war on Li-Chin Sung. An adviser tells him all he has to do is give the order, but Pearson, realizing that such a decision would start WorldWarIII, says "There will be no order."

William Lyons Selby is leading in the poles and is expected to win the Presidency. In order to infiltrate the American government, Asian dictator Li-Chin Sung hires a scientist to develop a serum that could change the molecular structure of any living creature. Ho-Chi Wong, hired to be Selby's impersonator and assassin, takes the drug and molds his features into the uncanny likeness of Selby. One night, as Selby is lying in bed in his hotel room, Wong (disguised as Selby) knocks out the real Selby, molds Selby's face to look like his, then kills Selby in an act of "self-defense".

While everything is going according to plan, Pearson can't help but notice that something is rather off about Selby, as evidenced by an incident on a hunting trip the two men take. Selby's daughter, Carol, and son-in-law, Bob(who happens to be a scientist) also notice that something is off about him (such as his taste in food)and confess their suspicions to Pearson. It's during their visit when Pearson disrupts an attempt on his life by a doppleganger, he starts to realize that the real Selby was assassinated and an imposter is sitting in the Oval Office.

Pearson devices a plan to expose the false Selby by getting forensic evidence of the real Selby but Selby's body was cremated along time ago. Selby's son-in-law knows about the serum based on written reports of experiments tested on monkeys by the Russians and they're able get a sample of the serum. During a summit meeting, Pearson, with the help of Head of the Secret Service, Frank Summers, arrests his doppleganger (who was attempting another assassination of Pearson) and applies the serum on the President, revealing his true facade. Confirming that the real William Lyons Selby is dead and that Ted Pearson is now Commander in Chief, Pearson must decide whether to declare war on Li-Chin Sung.
