Lobster Mobster and Da Shrimp are two gangsters under the sea, but they have been ineffectual at establishing their turf, and they are concerned about whether they can impress the infamous crime boss Crab Louie. The two gangsters swim into an underwater cave and meet a young merboy named Urchin. Urchin lives all alone with no parents. When Urchin stands up to him, Lobster Mobster suggests that he join their gang. Out of loneliness, Urchin agrees and goes out to find some dinner for his new "friends." As he looks for something to eat, Urchin sees Ariel and Flounder playing tag. Sebastian comes out and tells them their going to be late for the Neptune Ball.
At the ball that evening, Urchin sneaks in and tricks Sebastian (who is conducting the band) by putting a sea slug on his baton. When Sebastian tries to shake off the slug, the musicians think he is changing the tempo and start playing much faster. While everyone else is distracted, Urchin snatches some of the food from the banquet and swims away. Ariel notices him and decides to investigate, with Flounder following her. Triton sends Sebastian after them.
Urchin brings the food from the banquet to Lobster Mobster and Da Shrimp at his house. When Urchin sees Ariel, she is about to ask why he stole the food when he could have simply come to the ball and shared it, but Urchin says that as a princess, Ariel can't have any idea what his situation is like. Ariel attempts to make friends by tagging Urchin and telling him he's "it." Urchin quickly joins in on the game and swims after her. Lobster Mobster and Da Shrimp don't join in, and Sebastian recognizes the Lobster as being one of "the most criminal crustaceans on the face of the bottom of the sea." As Ariel and Urchin play, they are watched by the ominous face of a huge crab. The game comes to an end when Ariel suggests that Urchin apologize to Triton for disrupting the ball. Urchin gets annoyed and swims off.
Back at the palace, Sebastian tells Triton that Urchin is friends with the infamous Lobster Mobster.

Ariel says that Urchin is really a good person at heart but is being misled. At Ariel's urging, Triton allows Urchin to come to the palace.
Ariel and Flounder go to Urchin's cave to see if he is home, but when she looks inside, Lobster Mobster seals the entrance to the cave with a boulder, trapping Ariel and Flounder inside. Lobster Mobster plans to hold Ariel for ransom. When Urchin comes back and sees what happened Ariel calls to him for help, while Lobster Mobster says that Urchin has a chance to become a successful mobster. Urchin seems to side with the mobsters and says he'll go steal some desert so they can celebrate. Ariel and Flounder are sad, but then they see Urchin's face looking in through a hole at the back of his home. Urchin apologizes for getting them trapped like this, and Ariel asks Urchin to go tell Triton what happened.
Urchin heads over to the palace, but Sebastian tells him that Triton is unavailable right now because he has gone out to apologize to his guests for the ruined Neptune Ball. Urchin sees a wanted poster of Crab Louie and gets an idea of how they can help Ariel...
Lobster Mobster and Da Shrimp argue over how they should write the ransom note when Sebastian arrives, claiming to be Crab Louie. Sebastian says the gangsters have impressed him enough to join his mob, and says he needs their help taking something over. Lobster Mobster follows Sebastian, who leads him to where Urchin can catch the lobster in a net.
While the mobsters are incapacitated, Urchin uses a rope pulled by a whale to remove the boulder from the door of his hut, freeing Ariel and Flounder. They soon find Sebastian caught in the net, who tells them that Lobster Mobster and Da Shrimp escaped.
Lobster Mobster and Da Shrimp are found by a humongous crustacean, who claims to be the real Crab Louie. Lobster Mobster offers to tell Louie where can get his claws on loads of treasure.
At the palace, Ariel tells Triton that Urchin saved them, when suddenly a guard arrives to report that a giant crab is tearing apart the treasure vault. Urchin rushes to stop Crab Louie by looping a rope around all six of his legs. Ariel and Flounder help him, and after an intense game of tug-of-war, Louie falls and lies senseless on the sand. A zap from Triton's Trident sends Louie swimming for the hills. Urchin apologizes to Triton for ruining the ball. Triton forgives him but gives him a lesson to remember.
