When he accidentally uses it, it blows up a wall in the Technodrome, but it leaves Shredder, Krang and the rest of the Technodrome unscathed. Either the inside of the Technodrome is made of a super-dense, fictional metal that could width-stand a nuke, the cufflink's explosive capabilities have dulled with age, or Shredder was just wrong.
