It makes him really ominous especially as he starts to pick up on the lies "Mr. 3" tells him about completing his mission to eliminate Vivi and the Straw Hats, and although he doesn't catch out Sanji as an imposter, he orders Mr. 3's elimination for not doing the job thoroughly enough.

When Mr. 3 sees Brogy crying he interprets it to being TearsOfJoy over finally defeating his opponent when in actuality Brogy was mourning the (seeming) loss of his friend.
