Rewriting episode description added by a ban evader.

While cleaning out Al's attic, Steve finds a copy of the children's book, ''The Little Engine That Could'' that Al borrowed from the library back when he was a child (in 1957) and never returned (mostly because he lived in fear of a fat, redheaded librarian named Miss de Groot, who always insulted him and told him he'd never amount to anything). When Al tries to return the book, he gets out of paying the fine by planting the book on the shelf...and ends up in the news where his good name (to use the term loosely) is run through the mud.

* DisproportionateRetribution: Simply for failing to return a library book in time, Al is treated as a felon which is odd since library books are public non-rival goods and the book Al borrowed was in no danger of going out of print.
