35 years before, Londo was on Earth as they began a campaign to expand their sphere of influence, including an expedition to Minbari space. Londo tries to warn them off, but they are adamant. Londo is not the only one with misgivings, as Lt. Commander John Sheridan is not happy with the man chosen to lead the expedition, Captain Jankowski, considering him to be a loose cannon, and not someone to lead a possible first contact.

Light-years away, on the Minbari homeworld, the head of the Anla'shok or Rangers, Lennon, is granted an audience with the Grey Council in an effort to gain support for the Rangers and prepare for the coming of the Shadows. Members of the council are skeptical, unwilling even to send a scouting mission to Z'Ha'Dum, and their leader Dukhat agrees, they will not send anyone to Z'Ha'Dum. They will go themselves.
