No excuse for his childlike behaviour beyond RuleOfFunny. Eventually made explicit in an episode of ''WesternAnimation/AllHailKingJulien'' when Mort pretends to be Julien's son and the primary objection people have to this is that Mort is older than Julien; a later episode implies he is at least in his ''50s''.
