It's not said how many officers make up the Gotham City Police Department, but that's still a lot.

Throwing out words like Terrorist is a bit too heavy, and will probably start a debate about wether or not killing cops (which the Joker has killed plenty of throughout the decades) automatically makes one a terrorist.
