He just want to put Emily on the throne with the least blood shed, and he's utterly loyal to her and the conspiracy to crown her. And all his interactions with Emily are adorable. At the beginning of the game, Corvo can play hide and seek with Emily, and when she is first rescued, Corvo gives her his arm all the way back to the Hounds Pits. His unflinching loyalty to his dead Empress and Emily is utterly cute, even if he does eat rats.

** Malon in ''[[VideoGame/TheLegendOfZeldaOcarinaOfTime Ocarina of Time]]'' is one of the biggest cases of moe in the entire series. She’s still a sweet adorable NiceGirl even AFTER growing up in the [[CrapsackWorld wasteland version of Hyrule]]. And then in ''[[VideoGame/TheLegendOfZeldaMajorasMask Majora’s Mask]]'', her AlternateSelf(s) [[CheerfulChild Romani]] and [[MsFanservice Cremia]] BOTH carry over Malon’s moe traits, from her child and adult forms respectively.

* From ''VideoGame/BlazBlue'', we have [[TheWoobie Noel Vermillion]], an adorably ditzy Lieutenant for the world government who, whenever you see her, you'll just want to give her a big hug, provided you're not a member of her {{Hatedom}}.

** In the main games, [[{{Meganekko}} Fennel]] and [[{{Adorkable}} Lyra]] (provided you aren't a member of the latter's {{hatedom}}) definitely have huggable qualities. And don't forget about poor, [[CuteClumsyGirl klutzy]] Bianca either (for bonus points, ''[=B2W2=]'' makes her a {{Meganekko}}!). Rosa, the female character from ''VideoGame/PokemonBlack2AndWhite2'' can surely be considered this as well.

* ''Pathfinder/WrathOfTheRighteous'' has the CuteWitch Ember, a waifishly cute adolescent elf girl with a compassionate and optimistic personality and a very woobieish past. She even manages to bring out card-carrying jerkass Daeran Arendae's BigBrotherInstinct.

* ''VideoGame/{{Bloodborne}}'': The Plain Doll, which is no surprise being as she's an {{Expy}} of the Maiden in Black. She loves the [[PlayerCharacter Hunter]] unconditionally, frequently prays for hir safety, and in fact can only come to life if she is loved. And should the player show her a small kindness by giving her a hair ornament, the Doll becomes so overwhelmed with the unfamiliar emotion of joy, that she [[TearsFromAStone sheds a stone tear]] with healing properties, which the flavor text says is not supposed to be possible.

Additional points in her favor are that, unlike the series’ other protagonists, she does not become a hardened veteran in the fight against bioterrorism, something that tends to make the other protagonists too tough to be considered Moe. She instead decides to become a university professor, although this unfortunately does not keep her away from zombie threats entirely, as shown by ''Resident Evil Vendetta''.

** Para-Medic of ''Metal Gear Solid 3'' and ''Portable Ops'' is an {{Adorkable}} HospitalHottie who loves to nerd out over movies during her codec calls with Snake ([[ParrotExposition who, unsurprisingly, usually needs the references explained to him]].) Her [[{{Keet}} sheer enthusiasm for her hobby]], her attractive appearance, and her [[TheCutie kind and easygoing personality]] all make her quite Moe. [[spoiler:Unfortunately, this gets cruelly averted after ''Portable Ops'', in which she eventually makes a FaceHeelTurn and becomes one of the founders of [[GreaterScopeVillain the Patriots]], and then [[MadScientist cruelly experiments on Gray Fox]], never redeeming herself for these horrible actions either.]]

His UndyingLoyalty to his both mentor, The Boss, and the U.S. government added even more to this, where [[BreakTheCutie it is actually heartbreaking to see how deeply the various betrayals he faces hurt him.]] [[ProtagonistJourneyToVillain He then loses all of his Moe qualities over the course of the series]], as he becomes increasingly jaded and develops serious BloodKnight tendencies from all of the battles he goes through. But in the beginning, he was Moe.

*** Horribly enough, the reason the moe-figures work is because the male characters have surprisingly moe personalities. Snake alone is a aloof/warm-type {{Tsundere}} IllGirl who makes nonsense vocalisations, is devoted to his best friend, and gets a lot of {{Panty Shot}}s. Otacon is so moe it hurts.
