World is based from a movie of ''Kamen Rider Blade'', this emoticon (along with the other memes associated with the character - like the dissonant smiling and repeated phrase of "Brother!") have been treated as some sort of CanonImmigrant to ''Blade'' memes. It's telling that whenever he is included, they usually refer to the ''Decade'' version than the ''Missing Ace'' version.
