Also, the Japanese government has developed their own torpedo that can theoretically let humanity go back on the offensive, but they don't have the industrial capacity to build them in large quantities, so they need I-401 to take the last remaining prototype and a copy of the plans to America, which has large numbers of factories that can be retooled for such a purpose.
