Even the weakest enemies will do at least that much damage, making it good for one hit. What makes Barrier useful is that it nullifies the excess damage, and an attack that hits the barrier won't make you flinch. There's stronger versions of Barrier with more HP, but it doesn't take long for enemy attacks to overwhelm those either.
