* Pepa Madrigal from ''WesternAnimation/{{Encanto}}'' [[WeatherManipulation can control the weather with her moods]]. This manifests in a miniature rain cloud hovering around her when she's in a bad mood. When Pepa gets ''really'' mad it produces strong winds, hail, or snow as well.

** Apple Bloom gets a personal rain cloud in "[[Recap/MyLittlePonyFriendshipIsMagicS1E12CallOfTheCutie Call of the Cutie]]" when she's depressed over (seemingly) being the only pony in her class who doesn't have her Cutie Mark yet. Rainbow Dash is kind enough to remove it for her. It happens again for the same reason in "[[Recap/MyLittlePonyFriendshipIsMagicS5E4BloomAndGloom Bloom & Gloom]]", with Princess Luna removing it for her this time [[spoiler:because Applebloom having a nightmare]].

* This happens to Tigger in ''WesternAnimation/TheNewAdventuresOfWinniethePooh'' episode "Cloud, Cloud, Go Away," after Tigger insults a cloud for blocking his bouncing path. As it rains on him, Rabbit even seizes the opportunity to use Tigger's personal rain cloud to water his crops. But when Tigger tries to confuse the cloud by having Pooh and Piglet dress as him, the cloud turns violent and starts to thunder and lightning... at least until Tigger apologizes to it.

* ''WesternAnimation/DuckTales1987'': In "Nothing to Fear", Magica De Spell sends a magical rain cloud to harass Scrooge and his nephews. In the end, the spell backfires, and Magica ends up [[IncrediblyLamePun under the weather.]]

** ''All'' clerks have a personal raincloud. Thus the annual soccer game between married and unmarried clerks goes on only until the clouds arrive and ''flood the field''.

* In ''[[VideoGame/PuyoPuyo Puyo Puyo Tetris]]'', O's losing animation depicts him face down on the ground and a cloud drizzling on him.

* ''Animation/FlowerFairy'': In Season 1 episode 31, the teacher at An'an's class announces that whoever fails that day's exam gets to spend the summer looking for a tutor. An'an is still frozen in shock by this long after she leaves school and has a raincloud hovering over her head by this point.

* Hilariously parodied in the Hungarian animation series ''Hungarikum'' where national hero Kossuth is constantly having one of these above his head since his birth. There's an entire episode devoted to breaking the curse. Why is it a parody? [[AffectionateParody Because there's a Hungarian folk song with a passage about rain falling onto Kossuth's hat.]] After [[MadBomber Edward Teller]]'s unsuccessful attempt at ''[[ThereIsNoKillLikeOverkill changing the climate of his hat via nuclear detonation]]'' (not only it failed to dissipate the cloud, it caused acid rain), [[DeusExMachina the God of the Hungarians finally solves the case]] by invoking the next passage from the folk song that he'll receive blessings equal to the amount of rain falling onto his hat. And behold: from them on the raincloud ''followed his hat instead of him''. Yes, this series is known for the massive amount of CrazyAwesome and RefugeInAudacity when it comes to parodising Hungarian national symbols.

** Played straight in [[Recap/MyLittlePonyFriendshipIsMagicS2E2TheReturnOfHarmonyPart2 the season two premiere]] when [[spoiler: Twilight loses hope and gives up on her friends]]. Of course, it's also played with due to the chaos, making it a cotton candy cloud that's raining chocolate milk... which Discord then takes and eats.

* In an episode of ''WesternAnimation/EdEddNEddy'', after the Eds convinced Jimmy that imaginary tales don't exist, he gets gloomy with a cloud over his head. Later, Eddy gets the cloud on his head after Jimmy gets back at him by pretending to have found a gold coin which was fake.

* Literature/ChroniclesOfTheKencyrath. In ''Seeker's Mask'', Jame finds herself not only being rained upon while everything else is dry, but it's raining frogs as well. When she yells at the sky to quit it, the rain then changes to a circle around her. Shortly after she encounters a rain god of her acquaintance that looks like a giant frog, so apparently this was all a result of the rain god tracking her down.

* The luckless title character of ''Crushed: The Doomed Kitty Adventures'' (from the creators of ''{{Webcomic/Supermegatopia}}'') is sometimes depicted as being followed by a small "cloud of doom".

* ''{{ComicStrip/Dilbert}}'' used this once or twice in the form of the "cloud of doom".
* ''{{ComicStrip/Garfield}}'' once featured this weather report: "It's warm and sunny, except for a single house in the suburbs."'

* Pigpen in ''{{ComicStrip/Peanuts}}'' has a personal ''dust'' cloud. Even when he manages to clean up, it doesn't take long to reform.

* In ''{{ComicStrip/Mutts}}'', Sourpuss complains one day about the clouds not having decided to rain or not. He gets one. Lasts for several days -- once he asks about the flowers and it shifts off, for one panel.
* Katie in ''Adam@Home'' [[http://www.gocomics.com/adamathome/2012/12/04 gets one in anger]] rather than depression.

* In ''FanFic/EarthAndSky'', Applejack gets one when she's brooding after an argument with Soarin.
* The ''FanFic/TriptychContinuum'' plays this absolutely straight in [[Recap/TriptychContinuumAGoodTrotSpoiled A Good Trot, Spoiled]]: at the start of the story, Celestia and Luna are so mutually depressed as to have their emotional state manifest through their magic, creating storm clouds in the Solar throne room.

* Used uncomically twice in the ''{{Literature/Deverry}}'' series; once on the opposing and once on their own army.
* Inevitable ''{{Literature/Discworld}}'' example: Played with in ''Literature/InterestingTimes''. Rincewind (thanks to a quantum weather butterfly) gets a personal raincloud. Later on, this is upgraded to a personal snowstorm (right in the middle of an actual rain storm). Both cases sort of turn out to his advantage, though; the snow helps Cohen and the Horde find him, and the rain leads to him discovering the real Red Army.

* ''{{Literature/Nightside}}'s'' constantly depressed bartender Alex Morrisey is described as "being born under a cloud, which surprised the midwife."
