This one actually makes sense. Salmon-fishing has been a guarded privilege for a long time, and salmon have been poached for about a week less. Since most poachers' methods of catching salmon don't involve tools, the law simply means the game warden doesn't have to catch you in the act, but can haul you in front of a court for walking up from the creek with a salmon in a bag.
