His criminal behavior was facilitated by a type of brain damage that kept him from empathizing with others. Seven's nanomachines recognized the damage and repaired it, causing him to experience empathy and remorse for his past life. Unfortunately, the families of his victims do not accept that he has become a better person, and his death sentence must still be carried out. And due to the Prime Directive, Janeway has no choice but to turn him over to the authorities of his home world.
