* In ''Literature/{{Dune}}'', chronic use of the consciousness-expanding drug, Spice, gives the eyes a deep blue color. Heavy Spice users, such as Guild Navigators, will have eyes that are so blue that they almost look black.

* ''Manga/TheDangersInMyHeart'': Downplayed with Kyotaro Ichikawa, who has concentric eyes that appear in various shades of blue. It fits with his early “[[{{Chuunibyou}} disturbed, murderous individual" schtick]] and they would probably enhance that further if he actually ‘’had'' murderous intentions, but he’s [[HiddenHeartOfGold harmless.]]

* In ''WebOriginal/TheCrawlspace'', the [[spoiler:malevolent creature from the crawlspace]] is said to have disturbing bluish eyes, once the narrator gets a better look at it.

* Chucky from the ''Film/ChildsPlay'' franchise. His eyes go from an intense, artificial blue as a doll, to an eerie pale blue as he gradually becomes more human. Also, his human form Charles Lee Ray as portrayed by Brad Dourif.

* ''Videogame/HalfLife'' has [[HumanoidAbomination the G-Man]], once the games were advanced enough to actually show his eye colors. They're eerie, ''way'' too piercing, and seem to get creepier and creepier with every game as the graphics have gotten more advanced.
* The "G Man" from ''VideoGame/HalfLife'' has icy blue eyes that feel strangely out of place with the rest of his face. The character is designed to look like something pretending to be a human.... but not putting a lot of effort into it.

** While Big Boss is noted a couple of times for having [[WhatBeautifulEyes beautiful blue eyes]] (well, [[EyepatchOfPower eye]]) in ''VideoGame/MetalGearSolid3'', Venom Snake in ''VideoGame/MetalGearSolidV'' gives his eye a blue glow in certain lighting that makes it look demonic. This applies especially if the player has killed enough people to make his face permanently covered in blood.

* In ''VideoGame/ResidentEvil7'', [[SpiderPeople Marguerite Baker]] and her son [[SouthernFriedGenius Lucas]] have blue eyes that appear almost luminously pale in closeups.

* Manga/MyGirlfriendGivesMeGoosebumps: Kisaki has blue eyes and she is a StalkerWithACrush obsessed with becoming her target "number one".

* There are several blue-eyed characters in ''LightNovel/{{Baccano}}'' who are completely off their rocker ([[AxCrazy Ladd]], [[MadLove Lua]], [[TalkativeLoon Graham]], [[PsychopathicManchild Christopher]]).

* Emperor Belos/[[folder: Philip Wittebane]], the main antagonist of ''WesternAnimation/TheOwlHouse'', has blue eyes. They're slightly off-putting even in his "mundane" form, because they lack the white reflection all other characters have in the show's art-style, creating a subtle UncannyValley effect. When his curse is active/he shifts into his true, monstrous form, his irises glow eerily, being the only things visible through the eyeholes of his mask.
