The terms under which the occupation of Austria ended mandated that Austria become a neutral state, which it did, so its situation ended up being rather like Finland's. Also, a large number of international institutions are based in or have major offices in Vienna; of these, the most important are the International Atomic Energy Agency (IAEA) and the Organization of Petroleum Exporting Countries (OPEC).
