At the end of ''Pendant of Fortune'', Tish indicates that the circle will turn back to canids in only a hundred years. Every indication is that the characters have human-like lifespans, so it's simply impossible for the country to go through 12 kings in only a hundred years.

Yilon eventually gets over it.
