Jareth and the goblins didn't want Toby to be frightened and keep crying, so they break out into a fun song to calm the little guy down and to let him know they weren't going to hurt him. Admit it, for a bunch of child-snatching fiends, it was pretty sweet of them, and we get a catchy tune out of it.
