** The Sinister Seven are a combination of Paperinik foes (Sapphire, Spectrus, Inquinator) and classic villains with significant history with other Ultraheroes members (Phantom Blot, Emil Eagle, Peg-Leg Pete), presumably to achieve the best possible credibility as threats. Rockerduck is a bit of a special case, but he has been shown to be ruthless and helps explain the resources of the group. Miklos is resourceful, but little-known and a bit of a one-trick pony; Perfidus would be a fourth Paperinik-specific villain in a seven members team, and look a bit like a mix of Paperinik himself and Inquinator to boot. Using Perfidus instead of Inquinator would probably work, but Inquinator is slightly more colorful and less Paperinik-specific than Perfidus.
