**Because those robots are significantly more intimidating than anything Phineas and Ferb ever built up until that point. Sure, the Phinedroids and Ferbots turned against them, but those events took place exclusively in their backyard. Meanwhile, the sky turned red and these robots went around enforcing a dress code and proclaiming a new order. Wouldn't you be at least a little scared (and keep in mind, the entire time the Normbots are in their serious "present your papers or be exterminated" mode, not the upbeat muffin time mode)?
