And even when his business took off, he's shown to be a cheapskate by always hiring the lowest bidder for his henchmen. Plus, by the time he got rich, he was well connected enough that he didn't actually need bodyguards. After all, no matter how sadistic or bloodthirsty a warlord is, they're not going to get any weapons if they keep killing the dealers.

**** The kind of person Yuri deals with generally doesn't take well to receiving a no, so it would not significantly reduce the risk of getting shot if he refused to load the weapon for a trial run, especially since usually said people are accompanied by very much armed bodyguards.
