** I always figured it was a kind of SecretTestOfCharacter for Howard. Liz wanted him to be more active in Jamie's life, so she didn't buy the toy thinking that he would do it as a sign that he was committed to giving their son a good Christmas. Getting the Turbo Man doll herself would have been enabling Howard's absent behavior, which she's very much aware of.
