** One other possible explanation is that there are hints in the code that there was a planned Blue Magic command that was never completed; the only character likely to have it was Harley, who has caster stats but no magic. If it was killed late in development, they may have had to revise her bands at the last minute, since blue-magic based ones would no longer make sense.

*Why is Leonora able to use Esuna on Palom after he petrifies himself with the Earth Crystal? What happened to that whole plot point of voluntary petrification being incurable?

*** But while they play a similar role in being magical MacGuffins, Magicite is explicitly identified by Ramuh as the remains of Espers, whereas the Crystals in I, III, IV, and V are of ancient and unknown origins. Furthermore, there's, at most, 8 Crystals associated with a given world, while, between the party's collection and what we see Kefka gathering onscreen, there are dozens of pieces of Magicite that we the players know about.

** Another, more serious explanation is probably just that the writers didn't know what else to do with endgame bands for Harley or Izayoi, who didn't have many thematic connections to other characters outside their respective chapters and who lacked other obvious magical or technique-based synergy with other characters. In fact, Harley only two other bands outside of the whip ones (one of them being her obligatory one with Edward), and Izayoi, while she has a lot of combinations with the ninjas, likewise only has one other band with the characters outside her chapter.

* Why do Rydia, Izayoi, and Harley have three Bands together even though the only thing they share is being older women who wield whips? Three Bands that revolve around the same ideas seem a bit too much for characters who don’t even interact or share a history with each other. Granted, for Temptation they have Rosa too, and Call Me Queen is Wild Whip’s extension anyway.

** It's 17 years after the original game and the ship has no visible sails. Given the era of peace, it's not implausible that Cid has shared some of the technology used to build airships with other nations, leading to traditional ships being converted into steamships (and averting MedievalStasis.)
