Yes, Ethan's DNA lock prevented her from activating Operation Guillotine in order to decapitate the government, but all the elements of the assassination plot were ''already in motion'' -- so what specific action was she not able to perform without "permission"? (The commenter above seems to think that the lock prevented her from taking control of Reaper drones -- but the only reason the drone was needed was to stop Jerry and Agent Morgan from interfering with the plan. All that was required for the assassination to succeed was for the detonator and the explosive to be in the same room as the State of the Union address. The first had already been accomplished without needing to involve Jerry at all, and the second only required somebody, anybody, to wear a specific necklace to the event.)
