** The real reason is because ultimately Zamasu's "Zero Mortals Plan" isn't about actually getting rid of mortals, it's about Zamasu indulging his sadism. In all likelihood if Zamazu actually succeeded at killing all the mortals in Future Trunks' timeline Zamazu would just go to another timeline or backwards in time and do it again. And again.
