Then Goku uses Kaioken x10 and later x20 on top, and while Beerus is impressed, it's still not enough. Then Goku gets Ultra Instinct, which is even stronger, so surely Goku should be good enough now, right? Nope, right before Goku is about to fight Beast Gohan, Beerus still says he's not strong enough, and this is backed up by Beerus easily thrashing Vegeta in a fight not too long before this. ** The real reason is because ultimately Zamasu's "Zero Mortals Plan" isn't about actually getting rid of mortals, it's about Zamasu indulging his sadism. In all likelihood if Zamazu actually succeeded at killing all the mortals in Future Trunks' timeline Zamazu would just go to another timeline or backwards in time and do it again. And again. And again. For all the justifications he spouts why Zamazu is killing people is he simply enjoys killing people.
